This document captures the proceedings of the July 2025 High-Level Consultative Forum, jointly organized by the Regional Durable Solutions Secretariat (ReDSS) and the Ethiopian Human Rights Commission (EHRC). The forum brought together government officials, UN agencies, donors, NGOs, and academics to assess the current state of IDP protection and the implementation of durable solutions.
It highlights notable progress, including a reduction in displacement figures, improved access to documentation, and the development of regional costed plans. However, it also identifies persistent challenges such as the absence of legal frameworks, unclear institutional mandates, weak coordination, limited funding, and insufficient IDP participation. Political instability and ongoing security concerns further complicate implementation efforts.
Key recommendations include adopting the draft IDPs proclamation, integrating durable solutions into national and regional development planning, strengthening coordination mechanisms, and ensuring inclusive participation of IDPs and host communities. The document underscores the importance of long-term funding and a government-led, multi-stakeholder approach to delivering sustainable, rights-based solutions tailored to local contexts.
