The Government-to-Government Learning Exchange on Durable Solutions, held in Dhusamareb, Galmudug from July 6–9, 2025, convened over 80 participants from federal ministries, state governments, UN agencies, NGOs, and community representatives. The event aimed to accelerate the operationalization of durable solutions for displacement-affected communities by aligning national and local strategies, enhancing coordination, and promoting inclusive planning.
Key achievements included Galmudug’s commitment to allocate land in five districts for IDPs, the adoption of harmonized coordination tools (ToRs, workplans, reporting templates), and the integration of the National Solutions Pathways Action Plan (NSPAP) into district development plans. The Derisnimo neighborhood mapping approach and anticipatory action mechanisms by SoDMA were highlighted as innovative practices.
Panel discussions emphasized the need for community-led solutions, legal land tenure, and multi-sectoral programming. Participants stressed the importance of data-driven decision-making, capacity building for DSUs and DSTWGs, and leveraging diaspora and private sector resources. Challenges such as political instability, climate change, and funding gaps were acknowledged, with recommendations for stronger inter-governmental coordination and policy harmonization.
The event concluded with actionable commitments to enhance accountability, strengthen data systems, and institutionalize durable solutions within Somalia’s development frameworks.
