Somalia Solutions Analysis 2019 – Government Engagement

This factsheet is an extract of the 2019 solutions analysis conducted in Somalia focusing on three urban centres: Mogadishu, Baidoa, and Kismayo. It praises the leadership and coordination role of the federal, state, and municipal authorities in addressing the needs and rights of DACs, especially in terms of land allocation, security of tenure, and policy frameworks. The document identifies four main obstacles that need to be addressed: lack of financial capacity, uneven understanding and technical capacity for durable solutions, need for government engagement and monitoring plans, and need for clear and transparent communication by durable solutions actors. It also suggests four areas to prioritise investments in 2019/2020: conducting capacity assessments, standardising secondments and contracting practices, enhancing civil society organisation (CSO) engagement, and filling public service delivery gaps through private sector engagement. The document provides two case studies on government, NGO, and private sector engagement on land issues and private sector engagement to support the government in the education, financial, and energy sectors.
