Integrating Social Capital into Livelihood Programming Design in Dadaab

This policy brief presents evidence from the ABLI-G II Social Capital Baseline Assessment in Dadaab, showing that social capital strongly determines access to information, services, and livelihood opportunities for displacement-affected communities. Bonding capital is common, but bridging and linking capital are highly unequal, particularly among women, persons with disabilities, minority clans, and new arrivals. These disparities limit institutional engagement, digital access, and participation in county and humanitarian programmes. The brief calls for integrating social capital considerations into programme targeting, design, and policy frameworks to ensure equitable access, strengthen self-reliance, and avoid reinforcing existing inequalities.

Policy implications include the need for social capital analysis in programme design, incorporation of multi-channel communication strategies, digital inclusion interventions, and assisted application pathways. Recommendations call on donors, government actors, and humanitarian organisations to strengthen bridging and linking networks, diversify outreach mechanisms, and address structural inequalities that disadvantage already marginalised groups.

Overall, the brief urges embedding social capital considerations into refugee inclusion frameworks, such as Kenya’s Shirika Plan, to ensure reforms promote equitable participation, reduce exclusion, and enhance long‑term self‑reliance for both refugees and host communities.
